(b) Concept of Operations. If it were to be decided that an act of overt aggression had taken place and that S.E.A.T.O. military counteraction should take place, the initial action under S.E.A.T.O. plans would consist of immediate air attack, including the use of nuclear weapons, against selected targets of military importance in the territory of the aggressor states. S.E.A.1.0. plans also provide for air interdiction of the enemy's advance. With regard to your point about the possible bombing of airfields in the Canton area you should assume that, in the event of overt aggression by China, it is likely that these airfields would be attacked by S.E.A.T.0. forces.
It should be stressed, however, that this planning is still somewhat embryonic and that its execution would at all times be subject to the political dictates of the member states of S.E.A.T.O.
