I enclose herewith 25 copies of a paper

LIC (HK) 1 (Final) on the "Scale and Nature of a fossible Chinese Communist Attack against the Colony of Hong Kong up to the end of 1958" prepared by the Local Intelligence Comittee (HK). This paper is intended to supersede \) JIC(FE)(55)16(Final) on the scale and nature of a

possible attack up to the end of 1956.

I should be grateful, should you see no objection, if you would pass copies of this paper to the Secretary of the Joint Intelligence Committee (Far East) for the information of the Committee, who may then care to forward copies to London, with any comments that they may wish to offer, for the information of the Joint Intelligence Committee there.

The paper has been seen and endorsed by both the Governor and the Commander British Forces here,

I am sending a copy of this letter, with six advance copies of the enclosure only at this stage to Carstairs in the Colonial Office.
