MR. BARTON said that he had also recently received a report from the Local Intelligence Committee in Hong Kong on the scale and nature of a possible Chinese Communist attack against the Colony up to the end of 1958. The report contained information which might necessitate certain amendments to the draft report under consideration.

(a) The draft report which the Joint Planning Staff

were preparing on Limited War stated inter alia that in a general war with China it had previously been assumed that Hong Kong was indefensible, and plans had been limited to those necessary to ensure the ewontion of British nationals. timely United States nuclear participation, however, and an increase in defence measures, protracted defence of the Colony might be possible.

(b) The Joint Planning Staff had already prepared a Directive to the Commander, British Forces in Hong Kong, as an interim measure in anticipation of the circulation of the J.I.C. report.

(c) The Joint Planning Staff were holding up their

paper on the future of the Armoured Regiment in Hong Kong until the J.I.C. report was available.

It was recalled that Admiral Stump, the U.S. C-in-C, Pacific, had stated that, in his opinion, Hong Kong could be successfully defended with nuclear weapons.

(e) The draft reporté under discussion should give, if

possible, greater emphasis to the internal threat to Hong Kong by means of subversion.

review as matter of urgency their draft report in the light of the letter from the Governor of Hong Kong; the report* by the Local Intelligence Committee, Hong Kong; and the views expressed in discussion.

Instructed the Secretary to circulate the

revised draft for consideration if possible at their meeting the following week.

Instructed the Secretary to consult the

Secretary of the Joint Planning Staff as to the timing of the circulation of their report ho futuro of the Armoured Regiment in Hong Kong.
