You will have seen Reuter message from Tokyo dated 26th January reporting statement issued by Foreign Ministry Peking regarding "Open Provocations" by this Government.

Begins,

Border Disturbances, There have been no disturbances on the border. As ia well known, the Hong Kong police keep a very strict border control. If there have been disturbances in China near the border, that is the respon- sibility of the Chinese authorities. Allegations that such incidents have been instigated by the Hong Kong authorities are completely untrue.

Deportations. Such action as has been taken by the Hong Kong Government, has been taken against subversive activities in the exercise of Government's normal functions for the preservation of law and order in the

Colony, which is appreciated by the large masses of law abiding citizens in Hong Kong and Kowloon.

Hong Kong taken by force. This is an incorrect statement.

In view of reference of hostile attitude of H.M.G. in collaboration with the United States Government, it is not improbable that the Foreign Ministry statement has been prompted by reports of the Prime Minister's conference in Washington as much as by recent events in Hong Kong itself.
