The Secretary of State will have, in the box of papers he will be considering on his journey back to London from Manchester tomorrow, a submission of which a copy is attached.
He is being asked to let you know if he approved the recommendation contained in the submission.
If he does give you the 'all clear' then the attached draft telegram to Governor, Hong Kong should at once be despatched.
In case of any complications or other difficulties, please consult Mr. Higham, who will be at home over the weekend.
