Another of those sections if necessary. It should be encamped on the Outer Domain, and kept distinct from the offensive-defensive force of the Colony encamped at the Centennial Park. The Officer Commanding Field Force might have his head-quarters at Victoria Barracks; his command will include all arms, and its main work will be the defence of the Fortress from an attack by an enemy landing in Broken Bay or advancing by way of the Hawkesbury Railway Bridge from the north, or by way of the Como Railway Bridge from the south.

(2.) Newcastle will be under an Officer Commanding Newcastle Defences, and the limits of his command will be as given on p. 7 of the Defence Scheme. It should form only one section, so that the Officer Commanding will be Section Commander; and it will comprise one fire command, to include the guns at Shepherd's Hill and Fort Scratchley, the Fire Com- mander's post being at or near Fort Scratchley. The Officer Commanding will also have under his orders the naval forces carrying out examination duties at Newcastle Harbour, the submarine miners allotted to Newcastle, and detachments of all arms for defence against landing parties.
(3.) The harbours of Wollongong and Bulli, with the shore-line between the two, will be under an Officer Commanding Wollongong Defences, who would be Section Commander, as there would only be one section in the com- mand. His head-quarters should be at Wollongong. He will have under him one fire command for the fixed armament of Wollongong, the naval forces for carrying out examination duties at the Port of Wollongong, and also detach- ments of all arms for defence of the coast against landing parties, and for manning the guns of the movable armament for the defence of Bulli.
(4.) The movable column: offensive-defensive force, should remain, as regards command, head-quarters, and constitution, as detailed in the Scheme.
