same way as Portsea, Gosport, and the Isle of Wight are sections of the Fortress of Portsmouth in England.
The Newcastle District comprises really only the defence of the mercantile Port of Newcastle, while the Wollongong-Bulli Sub-section is constituted for the defence of the mercantile Port of Wollongong, which involves the occupation of the neighbouring small Port of Bulli.
Under these circumstances, it is considered that the forces of the Colony should be divided under the following commands:-
(1.) Sydney Fortress.
(2.) Newcastle Defences.
(3.) Wollongong Defences.
(4.) Movable column: offensive-defensive force.
An officer, specially detailed, should be in charge of each of the three places, Sydney, Newcastle, and Wollongong, and the Major-General Com- manding the Military Forces of the Colony should have the offensive- defensive force directly under his orders.
6. If the above arrangement be adopted, the organization of the several commands should be as follows:-
(1.) The limits of Sydney Fortress should be: Broken Bay and the Hawkesbury River on the north to the Hawkesbury Railway Bridge; thence following the line of railway to the bridge over the Paramatta River; thence to the Como Railway Bridge; the George's River forming the boundary on the south. The headquarters of the fortress might be at George's Heights.
The fortress should contain two sections, and there should be a field force for its general defence.
The sections should be:-
No. 1, or "Port Jackson
Section;
No. 2, or "Botany Bay " Section;
each under a Section Commander.
The limits of No. 1 Section should be from Curl Lagoon to the Spit Ferry, across Middle Harbour, following the line of road to Bradley Head, thence across Port Jackson Harbour to Rushcutter Bay, and thence by the north and east sides of the Centennial Park to Coogee Bay. The head- quarters of the section might be on George's Heights. The section should comprise two artillery fire commands, each under a Fire Commander. No. 1 should include the batteries at South Head, Middle Head, Upper George Head, and Bradley Head, the Fire Commander's post being near the southernmost 10-in. R.M.L. gun above "The Gap." No. 2 should include the two 9-2-in. B.L. guns at Bondi and Coogee, the Fire Commander's post being near the 9-2-in. gun at Bondi. The Section Commander should also have under his orders the naval forces carrying out examination duties. at Port Jackson, the submarine miners alloted to Sydney Fortress, and two detachments of infantry, one for the protection of the landing places in Middle Harbour and Obelisk Bay, and one for the protection of those near South Head.
The limits of No. 2 Section of Sydney Fortress should be from Coogee Bay along the southern boundary of No. 1 Section (but omitting the Centennial Park), and from the north-west corner of the park in a straight line to the railway bridge over the Cook's River, that River and Botany Bay forming the southern boundary. The head-quarters of the section might be at Henry Head, and it would comprise one artillery fire command, consisting of the batteries on Henry Head and Bare Island, the Fire Commander's post being at Henry Head. The Section Commander should also have under his command the naval forces carrying out examination duties at Botany Bay, and detachments of cavalry, engineers, and infantry for defence against landing parties.
The field force should be available to defend any part of the Fortress of Sydney not included in Nos. 1 and 2 Sections, and also to reinforce one or
