21. Page 78, paragraph 8.—It will not be necessary for Officers Commanding to "send in, requisitions." The Ordnance Officer will issue ammunition, equipment, tools, &c., to the various units according to the Tables in his possession (see page 71, paragraph 3).
22. Pages 79 to S1, Tables.-The Comraittec presume that certain tools and stores shown in these Tables as required from England for the equipment of the Field Force have been included in the consolidated return referred to in paragraph 5 of the letter covering the Defence Scheme, and will be supplied to the station.
23. Pages 85 and 86. Harbour Traffic Regulations.-These Regulations as they are given in the Scheme are satisfactory, except in so far as they appear to assume that incoming vessels will know where they are to bring to for examination, which will probably not be the case. The responsibility of identifying every arrival from seaward will, in the first instance, rest on the examination-vessel, who should direct the stranger where to bring to. Should the incoming vessel, from ignorance or treachery, attempt to evade the examination-vessel, the latter should signal to the batteries, which irrespective of the position the ship may have arrived at, would bring her to either by a signal, in the shape of a shot across her bows, or if this should be ineffectual, by firing at her. In the event of no signal being received from the examination-vessel, or, in her temporary absence, any ships proceeding at speed towards the inner waters of the harbour, may be presumed to be hostile, and must be brought to by a battery, and as soon as she reaches the examination line- York Redoubt-Hugonin Point-she must be at once treated as an enemy.
The examination anchorage and line should be indicated on the Map at the com- mencement of the Scheme.
The vessels which are to be utilized for examination purposes should if possible be selected beforehand.
24. Page 88.-The Committee presume that the 100 non-commissioned officers and men by which it is proposed to increase the police force in war will be civilians enrolled for the purpose.
25. Attention is called to the fact that Cow Bay, Cole Harbour, Macnab's Cove, Finlay's Cove, and Hugonin Point which are referred to in the Scheme do not appear on any of the Maps accompanying it.
