REPORT.

The Chiefs of Staff at their Meeting on the

21st December, 1939, directed the British Representatives on the Allied Military Committee to discuss with their French colleagues the Commentary by the Chiefs of Staff on the Resolutions prepared by General Gamelin (Paper No. C.0.s. (39)163, Revised) and, subsequently, the revised report on assistance to Turkey (Paper No. C.0.8.(39)173) with a view to parallel action being taken by the French with their Commanders overseas. The immediate issue arising out of the above was that of the short-term policy of assistance to Turkey with Italy an assured neutral. The British Representatives forwarded an interim report on this question on the 19th January, 1940 (Paper No. C.Ö.S.(40)208).

At their Meeting on the 19th January, 1940 the Chiefs of Staff approved the circulation to the French of their review on military policy in the Middle East (Paper No. C.0.S. (39)146), and also the opening of dis- cussions on the long-term military policy which should be adopted in the Middle East. At their Meeting on the following day the Chiefs of Staff further authorised dis- cussions on the Salonica project as an isolated problem, quite apart from either the short-term policy or the long- term policy in the Balkans, and provided aide memoires to this end (Papers Nos. M.R. (40)6 and C.0.S.(40)205).

Still further, the Chiefs of Staff at thoir Meeting on the 29th January, 1940 authorised the British Representatives to obtain French views on immediate assistance to Turkey with Italian neutrality not assured. The Representatives were briefed in Paper No. C.0.S. (40)218 (J.P.) and amplifying instructions subsequently sent by telegraph.
