PLANNING ORGANISATION
Report by the Joint Planning Sub-Committee
On the 4th March the Chiefs of Staff instructed us
to put up proposals for increasing and/or reorganising the
existing Joint Planning organisation, with a view to ensuring
that long term planning can proceed uninterruptedly and with
due regard to the necessity for collaboration with the
French.

The first point to be considered is whether the
existing Joint Planning Staff is adequate to carry out long
term planning currently with the preparation of the many
ad hoc Reports and Memoranda with which they are presented.
At present each Director of Plans has under him one first
grade staff officer, each in turn being assisted by a
second Grade Staff Officer, With this complement, and
having regard to the heavy pressure of current problems, it
has not been found possible to devote the time desirable,
indeed necessary, to the constant study of long range
strategical planning. We therefore recommend the addition
of three second grade Staff Officers, one from each service.
The Secretary to the Joint Planning Committee will also
require reinforcement and we recommend that steps should be
taken to provide him with suitable assistance.
