A proposed reply to General Miles has accordingly
been drafted on the lines agreed by the War Cabinet, and
is circulated herewith as a basis for discussion by the
Chiefs of Staff. A copy of this paper is being sent to
the Foreign Office for their observations from the political
point of view.
4.
Mr. Sumner Welles is very shortly arriving in
Paris, and it will be necessary to inform the French
authorities, with the least possible delay, of the line we
propose to take. It is therefore proposed to place this
paper on the agenda of the meeting of the Chiefs of Staff
to be held on Monday, 4th Larch, with a view to the
transmission to the Allied Military Committee on the same
day of the terms of our reply to General Miles.
