At their meeting on the 1st March, 1940,
Chiefs of Staff considered, as a matter of urgency, a letter
from the Permanent Under Secretary of State for Foreign
Affairs to the Secretary, relating to a request made by the
American Military and Air Attaché for a special visit to
the British Expeditionary Force and for certain information
in connection with Mr. Sumner Welles' visit to Europe.

General Miles' request for information was discussed by the War Cabinet at their meeting on the 2nd March, 1940.6
The War Cabinet invited the Chiefs of Staff:-
(i) In conjunction with the Foreign Office
to draft a reply to General Miles on the lines agreed in the discussion.
(ii) To inform the French authorities, through military liaison channels, of the reply sent to General Miles.
