1.

CONFIDENTIAL ORDER FOR THE THREE SERVICES

COMBINED OPERATIONS ORGANISATION,

The Combined Operations Organisation is under a Commodore, First Class, whose duties fall under two main headings advisory and executive. When acting in an advisory capacity he uses the title Adviser on Combined Operations". When exercising his executive functions his title is "Commodore Combined Operations" (short title - C.C.0.)

I. ADVISORY.

He acts as Adviser on Combined Operations under the

Eo also acts in this general direction of the Chiefs of Staff. capacity to all Commanders-in-Chief at Home and Force Commanders in connection with any combined operation which they are carrying out. It is incumbent on any Commander-in-Chiof planning a raid or combined operation to consult hu at the earliest possible moment, and to keep him informed of any change in date or plan, as well as of the result.

He is assisted in his advisory duties by an inter-Service staff headed by Naval, Military, Royal Air Force and Royal Marine advisers. This staff also assists in planning those raids which are carried out by the forces directly under the command of the Commodore Combined Operations and are available to advise Cs.-in-C. in the planning of raids to be carried out under their jurisdiction.

II. EXECUTIVE.

COMMAND.

4. (a) All combined operational establishments and bases in

the British Isles and the Special Service troops (Commandos) are under the command of the C.0.0.

(b)

Special combined operational ships commissioned as H.M. Ships in the British Isles are under the command of the C.C.0. except during the period when they are placed under the orders of a Force Commander appointed for the execution of a specific operation. The movements of such ships will however in either case be carried out in the normal Service manner by the Admiralty.

(c) Merchant Navy Ships which may be allocated by the

Admiralty for combined operational purposes will be attached to the C.C.O's command or that of the Force Commander as the case may be.

ADMINISTRATION.

5.

The administration of the above Commands and attached ships, the naval units of which continue to remain the C.0.0's responsibility unless they are permanently detached from the Home Stations, is carried out as follows:·
