ARTICLE III.
The United States of America shall be under no obligation to improve the leased areas or any part thereof for use as naval or air bases, or to exercise any right, power or authority granted or to maintain military or naval forces within the leased areas or elsewhere in the Territory or to provide for the defence of any territory in which the leased areas are located; but if and so long as any leased area, or any part thereof, is not used for the purposes in this instrument set forth, His Majesty's Government or the Government of the respective Territory may take such steps therein as shall be agreed with the United States of America to be desirable for the maintenance of public health, safety and order, and, if necessary, for defense.
