(k) solely to establish and operate such
such post offices, which shall be United States post office, as may be required in the leased areas;
(1) at any time before the expiration
of this lease or within a reasonable time thereafter to take away all or any removable improvements placed thereon by the United States of America or under its authority;
(m) at any time to abandon any leased
area or part thereof without thereby incurring any obligation; but the United States of America shall give to His Majesty's
Govenment as much notice as possible, in any event to be not less than one year, of its intention so to do, at the expiration of which notice the area abandoned shall revert to the Government of the Territory; provided, abandonment shall not be construed to have occurred in the absence of such notice.
In the practical application of the foregoing paragraphs there shall be, as occasion requires, consultation between the Governments concerned, but this shall not preclude to any degree the full exercise by the United States of America of the rights, powers and authorities granted.
ARTICLE II.
It is recognised that the defense of the leased areas and the territories in which they lie is of mutual interest and concern to the United States of America and His Majesty's Government and questions of mutual defense shall be the subject of conversations between the two governments; it being agreed, that when the United States is engaged in war or in time of other emergency, it shall have all such rights, power and authority in the Territory and the surrounding waters and air spaces as may be necessary for conducting any military operations deemed by it desirable.
