We feel that all other questions on the agenda should be regulated by an exchange of notes designed to lay down general principles but to leave their application as fluid as may be consistent with the requirements of the situation. It is impossible to

foresee and it would be unwise, to attempt to provide for all the problems that may arise during the coming century. All that can and should be done at this stage is to lay the foundations of what we are confident will be a successful and harmonious relation between the Governments and peoples of the territories we represent and the United States Naval Military and Air authorities.

If these suggestions are accepted we

feel that there should be little difficulty in deciding which of the subjects on the agenda should

be dealt with in the lease; which in the exchange of notes; and which should be referred to the Joint

Commission. Separate Committeus might then be formed to deal with each of these three main heads of the negotiations, and with the urgent questions of the conditions to govern the period of construction.
