(i) the protective value of the screens produced
on moonlight nights;
(ii) the protective value of screens on moonless
nights with and without the use of
parachute flares;
(iii) screening of water surfaces and other
conspicuous aids to navigation;
(iv) the improvement of operational technique
by adopting different layouts and types of generators, etc.

(e) Carry out experiments with smoke producing
briquettes burned in domestic grates to (i) determine their effectiveness from the point of view of visibility from the air (ii) to ascertain whether the public in large industrial areas will continue to burn the briquettes during the whole of the "Alert" period;

(f) consider methods to improve the effectiveness
of the present industrial haze scheme;
Research.

(g) press on with research work with a view to
the improvement of existing apparatus and the development of new smoke producing devices with particular referenc to the possibility of using home produced fuel.
If an accelerated programme is decided upon an appreciable increase in schemes for protecting vital targets would be possible. If such a decision is made it is suggested that:
(a) authority would be required for the
immediate placing of orders for a further 250,000 generators (small type);
(b) a priority programme should be settled in
consultation with the Ministries of Aircraft Production and Supply and the Admiralty;
(c) authority should be given to the Ministry of
Home Security to augment its existing organisation as may be necessary;
(a) the War Office should be invited to arrange for
the formation of smoke companies or such other troops as may be available to provide operational personnel for schemes in accordance with the agreed programme of expansion;
(e) the Petroleum Department should be invited to take
steps where necessary to facilitate the supply of oil required.
(f) the Ministry of Supply should be invited to take
steps to facilitate rapid manufacture of generators. Ministry of Home Security,
