Recommendation.

We recommend on military grounds that we should be frank with General Metaxas and tell him that, after carefully weighing up the advantages and disadvantages, we have reached the conclusion that, on balance, it would be in our own and Greek interest that we should establish
We shall our air forces at Salonika as soon as possible. do everything possible to increase our air strength in Greece both now and if the Germans attack. We should keep the Turks up t their undertaking to assist the Greeks if Germany attacks. As to assistance by land forces, this would depend on the outcome of operations in the Middle East. The sooner the position is cleared up there, the earlier will it be possible to release forces to help the Greeks.
