In order to turn out trained units at the end of three months it has been estimated that the minimum requirements are 150 heavy anti-aircraft and 138 light anti-aircraft. With anything less than this number an unacceptable lower standard of training is inevitable. Towards meeting the deficiency of 31 heavy anti-aircraft and 49 light anti-aircraft an alloca- tion of 16 heavy anti-aircraft and 16 light anti-aircraft has been made.

A.D.G.B
The above allocations will leave A.D. G.B. with 44 heavy anti-aircraft and 34 light anti-aircraft. These guns are urgently required to meet heavy commitments for the protection of industrial areas and vital points..
9. Iceland..
It is understood that the Admiralty are considering using Iceland as a fuelling base. The date by which this will come into operation is not yet fixed. Anti-aircraft guns will be required for the defence of this base and as an interim scale, subject to detailed reconnaissance, 8 additional heavy and 8 light anti-aircraft guns are suggested. If these are required for shipment in January it is recommended that they should be taken from the allocation proposed for A.D.G.B., set out in paragraph 8 above.
If this base will not be in operation till February it is suggested that this allocation be met from February production.
10. It will be noted that the allotment for light anti-aircraft has been based on production of 100 equipments. The actual forecast is however 140. In view of the past two months' issues it is considered best to work on the figure of 100.. Should further guns become available at the end of the month these will be used to meet commitments abroad during February and taken into account in the next allocation.

The Committee are asked to approve the allocations set out in Appendices B and C attached.
