The Committee on Foreign (Allicd) Resistance havc recently been considering a paper setting out the arrange- ments to be adopted for maintaining liaison between H.M. Government and the Free French Movement. This Paper will be divided into two parts
Part A, dealing with liaison with the Free French
Headquarters in London.
Part B
dealing with liaison with the. Free French overseas.
Part B of the statement has not yet been completed as it must await

(a) A decision by the Chiefs of Staff on future
arrangements for Allied military command in West Africa; and
(b) A decision by the Foreign Office on futur o
British diplomatic representation in the Free French Colonies and in the Belgian Congo.
As some timo may cla se before these two questions can be settled, the Committee on Foreign (Allied) Resistance wishes to proceed independently with Part A, and to get it finally approved and issued as soon as possible.

The attached draft" of this Part is circulated for con- sideration and approval by the Chicfs of Staff. The Committee on Foreign (Allica) Resistance thon propose to submit it to the Secretary of State for Foreign Affairs (the Minister to whom they are responsible) and, if he approves, to issue the statement to all concerned.
