radically altered. While at present no such indication · exists, the forthcoming conversations in Washington may lead to a movement of U.S.A.. opinion in the desired direction.

For the moment the Netherlands Government have said that they would prefer not to join in the Washington conversations, but they are keeping our invitation open.
6.
On balance, we consider that, unless the Foreign Office feel strongly that even a strictly limited oral statement would have the effect or stiffening the Dutch attitude, it would be better to leave the matter open until the conclusion of the Conversations at Washington.
