The War Cabinet invited the Secretary of State for Dominion Affairs to inform the Dominion Governments of the broad lines of our policy in the event of
a French collapse, The Secretary of State had said that he would obtain the advice of the Chiefs of Staff as to its terms.
2.
We attach a draft telegram, based on W.P. (40) 168, for the approval of the Chiefs of Staff.
3. We suggest that the instructions of the War Cabinet should be obtained as to whether similar telegrams should be despatched to the Viceroy of India and certain Colonial Governors.
