The raising of foreign bands would be the responsibility of the War Office in consultation with me. These should eventually be handed over to the Commander, Independent Companies, for operations.

It will be necessary to appoint a Naval Officer to the staff of Brigadier Gubbins, and it is recommended that Commander Congreve, who has been working in a "Q" ship on the Norwegian coast, shall be appointed.
I.S.T.D.C.

The I.S.T.D.C. will continue to work as at present, but under my direct control. Commander Hussey will be responsible for trials and dealing with modifications.Commander Cassidi will be in command of Northney Camp, crews and craft after delivery. Colonel MacLeod will remain in general control at Eastney, but will join my staff when plans for an operation are being prepared.
Landing Operations other than Raids.

My organisation will only deal with landing operations on hostile or potentially hostile shores. It will be for the Joint Planning Staffs to propose operations of this kind and then, in consultation with my organisation to decide the directive for the Cormanders appointed to undertake it.

The plan for the attack would be prepared by the Commanders appointed in close collaboration with my staff, who would have had full knowledge of the operation since its inception.
9.
At present there is a R.M. Brigade of four Battalions training for a landing operation. It is understood that two, and possibly three, brigade groups may be allotted for landing operations.

It is proposed that the R.M. striking force should continue to be administered by the A.G.R.M., Admiralty. The self- contained Brigade Groups would, when allotted, be organised and administered by the War Office, but their technical training will be directed by me.
Urgent Action required.
11.
"A" Naval.
Before any landing operation can be staged, ships to carry the landing craft and house the crews and landing craft must be provided, and the following action is urgently asked for:-
(a) Take up and adapt the following ships as landing
craft carriers:-
GLENROY:- Already being fitted out for this duty. GLENGYLE.
GLENEARN.
BRECONSHIRE.
