20.

The French should be urged to agree to a

conference between the technical experts of both Governments with a view to concerting the necessary measures in respect of cables and communications.

We understand Lord Hankey has given some

consideration to this question.

21.

Finally, if it appears that the French intend to capitulate, the arguments set out in Paper No. 0.0.s.(40) 391 might be used in an endeavour to persuade them to continue the fight.
