No French air resources should be allowed to fall into German hands. Factory plants, reserve aircraft, and aircraft under construction must either be removed or destroyed.
We understand that Lord Hankey is in a position to olaborate this proposal.
Shipping.

All French shipping on the high seas should be ordered by the French Government to go to British or neutral ports.
15. All French, British and neutral shipping in French ports should leave immediately and go to British or neutral ports.
We understand that Lord Hankey as discussed these proposals with the Admiralty and the Ministry of Shipping, and is in a position to elaborate details.
Gold and Negotiable Securities.
16.
We understand that the bulk of French gold has already been evacuated. The necessity for the evacuation of negotiable securities should be stressed,
Economic and Industrial Resources.
17.
Steps must be taken to prevent raw materials, rolling stock, machine tools, oil and armaments falling into German hands. No more ar material should be allowed to enter France from America.
We understand Lord Hankey is in a position to elaborate the detailed plans in respect of this proposal.
French Colonial Possessions,
18. The French should be urged to despatch at once a
secret message to their local authorities overseas urging them to continue to co-operate with British Forces regardless of any possible terms to which the Government in France may be compelled to agree under duress.
Secret Technical Equipment and Documents.
19. The French have already been told that they must either remove or destroy secret equipment and documents. The opportunity should be taken to stress this point again, and in particular to emphasise the necessity for
preventing R.D. F. and Asdics from falling into enemy hands. French translations of British papers must be systematically destroyed.
