Permanent Garrison.

It is not possible to state now what garrison will be subsequently required. As far as can be judged now substantial reductions will be possible.
ADMINISTRATIVE IMPLICATIONS COMMON TO ALL THE ABOVE PLANS.
23. (a) Medical. Each party is provided with a Field Ambulance but this will not get over the hospital accommodation problem. In these semi-tropical islands there will probably be a fairly large call on hospital facilities, which it is doubtful whether the local arrangements could compete with. For this purpose detachments of a C.C.S. will be required. Evacuation will be done through the medium of the C.C.Ss. One hospital ship for evacuation will be necessary.
(b) Maintenance. After the capture of the islands this could be met by including supply ships in the normal trade convoys. Water supply for the garrison in the Cape Verde Islands will require careful study and may possibly involve the provision of a distilling ship.
