arrangement might not be acceptable to the local Governments, which it would deprive of a considerable amount of patronage and expenditure of public money, and it might possibly be inconvenient to the Home Government to be called upon to detach fleets or troops for the security of Colonies on the outbreak of a war, when it would no doubt be fully occu- pied with the care of Imperial interests. At the same time, bearing in mind that whilst the mother-country cannot resign her responsibility for the protection of her dependencies in time of war, and that the ill-defined nature of this responsibility may give rise to com- plications of a most serious nature-witness the recent case at the Cape-I venture to think that any scheme which offers a chance of relief from such embarrassments is not altogether undeserving of consideration.
