6. When present in this country, Governors, military and civil officers, and other gentlemen possessing special experience may also be invited to attend the ineetings of the Sub-Committee when questions affecting the Dominion or Colony to which they belong are under discussion.
Reference of Questions to the Sub-Committee.
7. Questions are referred to the Sub-Committee by one or more of the Departments of State and by the Committee of Imperial Defence.
8. In addition to making recommendations on such subjects as are referred to them, the Sub-Committee examine the Schemes of Defence of all colonial stations.
The Schemes of the Imperial Fortresses of Gibraltar, Malta, and Bermuda are sent to the Sub-Committee by the War Office; those of all other Colonies are sent by the Colonial Office. The Defence Schemes of Indian defended ports are sent by the India Office.
Procedure of the Sub-Committee.
9. The Reports of the Sub-Committee may be in the form of Minutes on the official papers referred to them, or of printed Memoranda or Remarks.
10. The members of the Sub-Committee are regarded as representing, as far as possible, the views of their respective Departments. These Departments are not, however, bound by the views expressed by their representatives on the Sub-Committee.
11. Should departmental views on a question referred to the Sub-Committee appear incapable of mutual adjustment through the agency of the Sub-Committee, an expository statement of the various aspects of the question setting forth clearly the points of difference between the Departments will be prepared for submission to the Committee of Imperial Defence.
12. In cases where the detailed examination of a question brings to light considerations which appear to the Sub-Committee to point to the desirability of enquiry being made into some larger question which has not been referred to them, the Sub-Committee will bring the matter to the notice of the Departments of State concerned or the Committee of Imperial Defence.
Submission of Reports by the Sub-Committec.
13. When a Report on a question which has been referred to the Sub-Committee has been approved by all the members, copies will be sent to the Department of State from which the reference was received, for formal communication to, and approval by, all the Departments concerned. Reports on questions referred to the Sub- Committee by the Committee of Imperial Defence will be rendered to that Committee.
14. In the case of objection being taken by any Department to the recommenda- tions of the Sub-Committee, the Memorandum will, if necessary, be referred back to the zub-Committee for reconsideration. The Reports of the Sub-Committee will not be regarded as authoritative until they have received the formal concurrence of the Departments of State concerned.
Subsequent Departmental Procedure.
15. When a Report of the Sub-Committee has been approved by all the Depart- ments of State concerned, the executive and administrative action required to give effect to any recommendations it may contain will be taken by the several Departments, and the Sub-Committee have no further responsibility in the matter until a fresh reference is made to them.
