REGULATIONS OF THE OVERSEAS SUB-COMMITTEE OF THE COMMITTEE OF IMPERIAL DEFENCE.

THE Overseas Sub-Committee of the Committee of Imperial Defence, or Overseas Defence Committee, is a Standing Sub-Committee of the Committee of Imperial Defence. It is a consultative and advisory body, and has no executive or administrative powers.

Functions of the Sub-Committee.

2. The functions of the Sub-Committee are-

(a.) To discuss, advise on, and work out details of questions of defence relating to the Oversea Dominions, Colonies, and Dependencies in which the Admiralty, War Office, Colonial Office, India Office, Foreign Office, and Treasury are individually or collectively concerned.

(b.) To advise the Secretary of State for the Colonies in relation to the local forces

and defences in Colonies where no Imperial establishment is maintained.

3. The object of referring questions to the Sub-Committee is-

(a.) To ensure that the general principles of policy laid down by the Committee

of Imperial Defence are adhered to.

(b.) To avoid the delays and misunderstandings which may arise from inter- departmental correspondence on questions of defence affecting more than one Department.

(c.) To secure harmony of action between the several Departments of State in regard to such questions, and to ensure as far as possible a uniform treatment of such questions of defence.

(d.) To enable the recommendations of naval and military expert authorities to be presented to the Governments of the Dominions and Colonies in the form most likely to be acceptable to them, with a view to obtaining their willing co-operation.

Composition of the Sub-Committee.

4. The composition of the Sub-Committee is as follows:-

Chairman.—The Permanent Under-Secretary of State for the Colonies.

Members.

The Director of Naval Intelligence.*

The Director of Military Operations.

The Director of Artillery.

The Director of Fortifications and Works.

The Military Secretary, India Office.

A representative of the Treasury.

Secretary.A military officer who is also an Assistant Secretary to the

Committee of Imperial Defence.

5. Representatives of Departments not permanently represented (e.g., the Foreign Office and Post Office) are from time to time invited to take part in the deliberations of the Sub-Committee when questions affecting those Departments are referred to it for consideration.

• Another naval officer can be added if desired by the Board of Admiralty.
