16. (1.) (2.) Where an action or proceeding is transferred to the Commis- sioners under the powers conferred by this Act, the Commissioners shall have the same jurisdiction and power to order judgment to be entered, and make such other order or orders as shall be just, as is possessed by the superior court in which the action was commenced.
(3.) Where any particular question or questions is or are referred to the Commissioners under the powers conferred by this section, the Commissioners shall certify their findings thereon to the court which made the reference, and thereupon the court shall deal with such findings in such manuer as may be provided in the order of 35 reference, or as the court shall think just: Provided that every finding of the Commissioners on a question referred to them under this section shall, for the purposes of the action or proceeding in which the reference was made, be final and conclusive.
