authority to make general rules for the superior court of appeal.

(6.) The decision of the superior court of appeal shall be final and conclusive.

(7.) No order or proceeding of the Commissioners shall be ques- 5 tioned or reviewed by any other court other than a superior court of appeal, or save as provided by this Act; and no proceeding or matter before them shall be restrained or removed by prohibition or injunction, or certiorari, or other like process, either at the instance of the Crown or otherwise.

Extension of jurisdiction of Commis- sioners to special Acts.

PART II-JURISDICTION.

12. Where any enactment in a special Act-

(a.) Contains provisions relating to traffic facilities, undue pre- ference, or other matters mentioned in section two of the Railway and Canal Traffic Act, 1854; or

(¿.) Requires a railway or canal company to provide any station,

road, or other similar work for public accommodation; or (c.) Otherwise imposes on a railway or canal company any obligation in favour of the public or any portion of the public, the Commissioners shall have the like jurisdiction to hear and 20 determine a complaint of a contravention of the enactment as the Commissioners possess to determine a complaint of a contravention 17 & 18 Vict. of section two of the Railway and Canal Traffic Act, 1854, as amended by subsequent Acts; and all the provisions of the principal Act, as amended by subsequent Acts, and this Act, shall apply to 25 the hearing and determination of such complaint.

Power to award damages.

18. Where any question or dispute arises involving the legality, of any toll, rate, or fare charged or sought to be charged by a rail- way or canal company, the Commissioners shall have jurisdiction to hear and determine the same and to enforce payment of such toll, 30 rate, or fare.

14. Upon any complaint to the Commissioners under the principal Act, or under any Act amending the same, or this Act, the Com- missioners may by their order, in addition to any other relief, award such damages to the party aggrieved; and such award of damages 85 shall be in complete satisfaction of any claim for damages which,
