to keep the Secretary of the Cabinet informed as to their movements and

The Iraq Frontier, which is the subject at this moment of Sir Gilbert Clayton's negotiations.
The Ministers at the heads of the Departments mainly concerned, namely, the Secretary of State for Foreign Affairs, the Secretary of State for the Colonies, and the Secretary of State for Air, were asked to give authority to their Departments to carry on departmentally in the absence of their respective Ministers
on the understanding that they should
refer to the Prime Minister or whoever
was acting for him
