6.The Cabinet had before them the following documents in regard to the proposals of the United States Government for a Multilateral Treaty for

the Renunciation of War:-

A Memorandur by the First Lord of the Admiralty (Paper C.P.-159 (28)) calling attention to the important bearing of the proposed Treaty for the Remunciation of War on the ques- tion of the United States of America's attitude towards a blockade undertaken to enforce the sanctions of the Cove- nant of the League of Nations against an aggressor State:

A Memorandum prepared in the Foreign Office (Paper C.P.-212 (28)) on the draft Treaty for the Renunciation of War, with particular reference to the question of the special regions mentioned in paragraph 10 of the British Note of May 19th:

A Letter from the India Office to the Foreign Office (Paper C.P.213(28)) in regard to the effect on India's external relations ofthe draft Treaty for the Renunciation of War, circulated with reference to Paper C.P.-212 (28):

Correspondence circulated by direction of the Secretary of State for Foreign Affairs (Paper C.P.-214 (28)) with Sir C. Hurst in regard to certain points arising out of the United States Note of June 23, 1928:

A Note by the Secretary of State for Foreign Affairs (Paper C.P.-220 (28)) covering a Report by Sir Cecil Hurst on his conversations in Berlin with the Legal Advisers of the French and German Foreign Offio es:

A Memorandum by the Lord President of the Council (Paper C.P.-223 (28)) was handed round at the Meeting of the Cabinet.

The Secretary of State for Foreign Affairs informed the Cabinet that the Legal Advisers of the British, French and German Governments were all agreed that it was useless to ask the American

Secretary of State to make any alteration in the

text of his document.
