IN forwarding the attached report, a similar one having been sent to the Officer Administering the Government, and to the Commander-in-Chief of the Navy, by the respective Principal Medical Officers of those services, I would say that if these general proposals were approved it would be a matter of consideration by whom these matsheds, with necessary accessories as cook-houses, latrines, &c., should be built, and by whom they should be equipped with hospital furniture, &c. I presume each service would have to provide for its own requirements, as far as possible, in respect of matsheds, &c. But this point is a most important one, and would require to be settled before anything could be done.

April 25, 1904. I AM commanded by the Army Council to enclose, for the information of the Lords Commissioners of the Admiralty, a copy of a report which has been received from the General Officer Commanding the Troops in South China on the subject of the provision to be made at Hong Kong for a large number of sick and wounded from the naval and military forces and from the civil population, the provision proposed being considerably in excess of that hitherto contemplated in the approved Defence Scheme.

I am to suggest, for their Lordship's concurrence, that this report should be referred to the Colonial Defence Committee, with a view to the arrangements, if found suitable, being ultimately embodied in the Defence Scheme.

I am further to remark that the report does not indicate the respective shares which the Naval, Military, and Civil Departments would take in supplying the accommodation and personnel required; this would appear to be a matter which could suitably be considered by the Committee.
