Failing the presence of any sloops or Yang-tsze gunboats there are no available white men for manning these craft, consequently the only other alternative is to take the torpedo-boat ratings for the time being, vide remarks "Mobilization," paragraph 2 (page 166).
On additional personnel becoming available the arrangements shown in (b) below are to be brought into effect as soon as possible with due regard to efficiency.
