relations or war prepared in time of peace, so that there shall be no delay in giving effect to these instructions.

4. You will be responsible that the net defences for the various docks and cambers are kept efficient and ready for use.

5. That the various chargemen, riggers, &c., employed in your department are acquainted with the duties to be performed on receipt of the "Warning" telegram.

6. You will furnish the Naval Secretary with an estimate of the number of civilian labourers, tugs, &c., you will require.

7. You will be responsible to the Commodore for the general safety of all His Majesty's establishments.

8. You will revise as necessary the arrangements made by the Inspector of Police. to ensure this (vide section (L) ).

9. You will ensure that the managers of the private docks affected by these orders understand the measures which will be taken to protect the docks, and the regulations laid down for the removal and replacement of the net defence.

(ii.) Precautionary and Wur Stages.

(a.) Action in connection with Boom Defence.

1. The boom will not be rigged.

(b.) Action in connection with the Defence of Dockgates.

2. This is to be done in two stages :-

(1.) Place "Tamar" in naval camber.

(2.) Rig net defence.

The berth for "Tamar" is the west wall of naval camber, see plan of Hong Kong Dockyard in pocket at end.

3. The personnel for the berthing of "Tamar" and rigging of net defence is

Commander (N).

Boatswain of Yard.

1 P.O.

32 riggers.

2 chargemen of riggers. 1 C.P.O.

15 labourers.

90 coolies (to be specially entered).

Should any men-of-war be in dockyard hands, they will be drawn on for working parties.

4. Until arrival of new naval tug it will be necessary to hire to get "Tamar" into camber.

To Unmoor "Tamar."--Senior Chargeman of Riggers and 6 riggers proceed to "Tamar" in mooring lighter towed by "Cherub."

To prepare berth, wires, &c., for "Tamar."-Second Chargeman of Riggers, C.P.O., and remainder of riggers.

To Launch "Tamar's" Buoy and Tow it Off.-P.O., 1st class, 15 labourers, with one launch from the department of the Commander (N).

5. To Rig, Launch, and Tow Net Defence.-Ninety coolies are entered for Boatswain of Yard by Naval Compradore.

6. To Rig Net Defence for Quarry Bay.-First Chargeman of Riggers, 8 riggers, and 30 coolies proceed to Quarry Bay by means of launch from the department of the Commander (N).
