An east line through Lyemun Point.

A west line through south of Junk Island.

The inner limit of the examination ground, beyond which arriving vessels will not be allowed to pass without permission, is termed the examination line. It is drawn at the eastern entrance from Pak-sha-wan Battery, N. 40° E. (true). through Lyemun Point. At the western entrance from Upper Belcher Battery, N. 40° W. (true). This line intersects at a point on the Kellet Bank with a line drawn from Stonecutters West Battery, S. 27° W. (true). To the north of Stonecutters the line is drawn from Stonecutters West Battery, N. 7° W. (true). These batteries, which are termed the examination batteries, will communicate with the examination steamer by the flashing system at night and the semaphore by day, supplemented by the megaphone.

7. The Chief Examining Officer will expedite, as far as possible, the passage through the defences of vessels which are known to him as friendly.

8. Should the circumstances (i.e., if the ordinary channels are in any way obstructed), in the opinion of the Military Officer Commanding, render it advisable, permission to cross the examination line will not be granted to any vessel which has not on board a pilot approved by the Chief Examining Officer.

9. Every ship on arrival in the port will anchor or moor in the position assigned to her by the Chief Examining Officer.

10. If the regulation contained in paragraph 8 is in force, no vessel shall be allowed to leave the port until she has received a pilot approved by the Chief Examining Officer.

11. The pilots will work from the examination steamers and be made acquainted with such of these regulations as may be necessary..

(b.) Instructions for Examination Steamers and Examination Batteries.

1. The character of all vessels approaching the port will be reported to the examination battery by the examining officer on board the examination steamer.

2. The flashing system by night and the semaphore by day, supplemented by the megaphone, are to be used for communicating between the examination vessel and the examination battery.

3. The examination battery is the only battery authorized to "bring to " vessels.

4. Unless specially ordered to open fire, other batteries should only fire on vessels which are flying the colours of an enemy, or which are recognized as belonging to an enemy, or which in any way show themselves to be hostile.

5. The examination steamer will be painted red, and will be distinguished by the following means :——

By Day.--A blue ensign, and at the foremast head the special pilot flag.

By Night.-Three red lights, vertically, 6 feet apart on an iron gallows at the

foremast head.

6. The approaching vessel will be reported by the examination steamer, as either-
