3. Under the strategic conditions indicated in Chapter I, paragraph 9, the sectional organization will only be adopted in Hong Kong at the "war" stage, and not at the "precautionary" stage of the Defence Scheme.
In the "precautionary" stage certain ostensibly "practice exercises," the details of which are given in Chapter III, will be ordered by the G.O.C., the resulting distribution of troops being shown in Table B (i), while Table B (ii) shows the distribution of the garrison and armament when the sectional organization is in full operation at the
war" stage.
