state of peace to one of war two critical points arise, at each of which appropriate measures, on lines which are precisely indicated hereafter, are to be taken.

These points are—

(a.) When relations with one or more maritime Powers are so strained that, in the opinion of His Majesty's Government, it is desirable to take certain precautions against acts of hostility.

(b.) On the outbreak of war. For the purpose of the Defence Scheme.

(a) is known as the "precautionary" stage.

(b) is known as the “ war" stage.

These stages will be intimated to all concerned, who will act on the orders detailed for each stage in the following chapters.
