In the election for the second-term Legislative Council, about 1.33 million people, or 43.5 per cent of the electorate, cast votes in the Geographical Constituencies. The turnout rate in the Functional Constituencies is 56.5 per cent, and in the Election Committee it is 95.5 per cent.

The Chief Secretary for Administration leads a delegation to Sydney to promote Hong Kong during the Olympic Games, in which the HKSAR team will participate for the first time as 'Hong Kong, China'.

Opening an Asia and Pacific Air Safety Seminar hosted by the International Federation of Air Line Pilots' Associations, the Director of Civil Aviation, Mr Albert Lam, says the highest standards of training and operational procedures must be maintained to ensure maximum air safety.

The Financial Secretary leads a business delegation on a ground-breaking visit to Hungary and Poland and to attend the annual meetings of the IMF/World Bank in the Czech Republic.

The Chief Executive and the Secretary for Commerce and Industry, Mr Chau Tak Hay, welcome the passage by the United States Senate of a bill to grant Permanent Normal Trade Relations status to China.

The Financial Secretary welcomes the establishment of the International Monetary Fund (IMF) Sub-Office in Hong Kong, following the signing of a Memorandum of Understanding between the People's Bank of China and the IMF during the IMF/World Bank Annual Meetings in Prague. He also welcomes the decision of the International Finance Corporation and International Bank for Reconstruction and Development to open in Hong Kong their first Joint Regional Office.

The Chief Executive meets the Prime Minister of Namibia, Mr Hage Geigngob, at his office in the Central Government Offices.

The Chief Secretary for Administration calls on Central Government leaders and meets officials of the Hong Kong and Macao Affairs Office of the State Council during a one- day visit to Beijing.

The Education Commission submits to the Chief Executive its report on Reform Proposals for the Education System in Hong Kong.

Fortune, an international business magazine, selects Hong Kong as the host of the 2001 FORTUNE Global Forum, to be held between May 8 and 10, 2001.

National Day is celebrated with a flag-raising ceremony in the morning at the Hong Kong Convention and Exhibition Centre promenade, and a cocktail ceremony hosted by the Chief Executive at the HKCEC in the evening. There is also a spectacular fireworks display in the harbour.

Hong Kong is selected as the President for 2001-02 of the Financial Action Task Force on Money Laundering, an international body. The Commissioner for Narcotics will represent Hong Kong as the President.

The Chief Executive delivers his annual Policy Address in the Legislative Council. The address is entitled Serving the Community, Sharing Common Goals.

The Government and the Mainland's Ministry of Public Security agree to the establishment of a reciprocal notification agreement. Under the agreement, which will begin operation on January 1, 2001, the Mainland and the HKSAR Government will notify each other of criminal prosecution of, or the imposition of criminal compulsory measures on, suspected offenders and unnatural deaths of residents of the other party. The Secretary for Security announces a proposal to introduce in 2003 a new multi- application 'smart' Identity Card as the next generation of ID Card.
