A Tokyo telegram to the N.-C. Daily News says:
In a leading article on Aug. 24 the "Jiji" states that China's constitutional scheme is marked by moderation and discretion, as it is proposed that there should first be representa tive government in the provinces, simultaneous. ly with an improvement in communications, If it is found that there is no popular demand for representative government, the scheme may be abandoned at any time. The Powers, how. ever, ought to assist and guide China in her admirable aspirations.
HEALTHY SENTIMENT IN CHINA.
A PATRIOTIC DUKE,
Their Majesties, the Empress Dowager and Emperor of China, have lately received a most earnestly worded memorial from his Highness Duke Tsai Trêh, in which he strongly condemns the indolence, indifference and selfishness of the great majority of high officials serving the Crown. The people are ready and eager for reform, but so long as their officers above them manifest their usual selfish indifference there is no one to encourage the masses to try to better themselves, with the result that China is, at present, standing as it were on the edge of a precipice. The Duke further proceeded to de- noucce the members of the clique who are showing opposition to 1eform and the inauguration of parliamentry representation, declaring such men to be traitors and in struments of the destruction of their country. It is stated, says the writer of "Native Notes," that their Majesties were quite moved at the eloquence of the Duke, his Majesty the Emperor being especially pleased with the sentiments of his Highness.

What the N.-C. Daily News calls "a seven occurred at Shanghai on August hours' blaze 31st, when from 150 to 160 Chinese tenements, mostly owned by Mr. Henry Morriss, and uninsured, were destroyed by fire. The suburb, near the Race course, was known as Morriss's village." The heat was terrible, felt a long dis- tance away, and the firemen, present in strong force, were further handicapped by a shortage of water. Over six hundred Chinese were made homeless, and their scurrying about with household treasures must have been a pathetic
scene.

Mr. P. Eduljee, in his report dated Hongkong. 7th September, 1908, says:-No business has transpired during the past fortnight.
Three weeks of the recent compact alluded to in last report, between buyers and sellers, have brought, little or no amelioration, nor do the remaining week or ten days hold out any prospect of a change for the better. On the contrary a steady rise in exchange in sympathy with silver is aggravating the situation. It is therefore proposed to extend the period of the compact from the 17th instant to 17th November next, and a meeting of importera and dealers is to be held on Monday the 10th for the purpose of considering the proposal at the offices of Messrs. S. J. David & Co. Meanwhile the out- look for the future, under existing conditions, appears to be anything but encouraging, and it is generally felt that unless there is a very marked improvement in deliveries, and the off-take for shipment is much larger, the rapid accumulation of stocks will play a most prominent port in hastening the impending collapse. Let us, how- ever, hope for the best.
Fales of the interval are nil, arrivals amount to 16,527 bales, unsold stock estimated at 86,000, and sold but uncleared goods in second hands 65,000 bales.
Local Manufacture: ~The deadlock in the Indian article has affected these threads, and the local mill has been compelled to adopt short time. working only three days in the week.
The ninth annual report of the General Managers is out. It shows a balance at credit of profit and loss account of $307,910.48 from which it is proposed to pay a dividend of 10 per cent. ($125,000), a bonus of 2 per cent. (831,250), to credit of equalization of dividend fund ($80,000), to write off property account $50,000, and carry forward $21,660,48,

Raw Cotton:-In sympathy with the manu- factured article no business has been done, but about 850 bales Indian descriptions have been exported to Kobe. Stocks are 930 bales Bengal and 250 bales China. Quotations are' Indian $19 to $22, and China $22 to $24.
