HONGKONG, 29th January.-Since last report, our freight market shows a decided improvement in all directions, From Saigon to Hongkong, there has been a sudden demand for tonnage, and rates at the close are 20 cents per picul for medium sized carriers. Saigon to Japan, 35 cents per picul has ben paid for March loading. Saigon to Philippines, there is a good demand for small steamers, at 30 cents per picul. North coast Java to Hongkong, 35 cents per picul has been paid for wet sugar, and this rate is still obtainable. Coal freights have improved and are in demand, Moji to Hongkong, $2.10, to Singapore, $2.25, to Philippines, $3.40. The following are the settle- ments:-
