Two Frenchmen were arrested at Singapore last week while they were taking a photograph of the Eingapore Clab.

Taron Mumm von Schwarzenstein, German Ambassador in Peking, will, it is said, return to his post in May. He intends to make the journey from Cermany, via Siberia,

The Corean Government is negotiating with Belgion bankers for a loan of $30,000.000, secured on the import duties. Several import- ant railway concessions in Cores will also be granted to l ́elgian bankers.

The Directors of the Yangtze Insurance Association, Ld, will recommend at the ordin- ary general meeting of shareholders to be held on the 21st instant the payment of a dividend of 20 per cent to shareholders, and the transfer of $15,000 to reserve, which will then stand at $875,000.

The Sinwenpaoublishes a letter from Peking stating that advices had been received from Heilungchiang province (Northern Man- churia) reporting a repetition of the Blago- vesichensk massacres in 1910, which although on a small scale possessed all the bloodthirstiness and ruthlessness displayed by the Russian troops in 1900. It seems, says the N.-C. Daily News, that at a place called Erbgané, in that province, there are large numbers of Chinese engaged in washing, or placer-mining for, gold in the rives in the region. Lately, however, the place has been suddenly visited by Russian troops and for some reason or other a massacre began, in which over two hundred Chinese were ruthlessly shot down by the Russians.

SILK.

- CANTON, 27th March:-Exports.-Re-reels- No further contracts in new silk are reported. Filatures. A much quieter tone has prevailed since our last, especially during the latter part of the fortnight. Settlements for Europe have been only very moderate and the stock is beginning to show signs of the ill-a-sortment usually apparent as the season draws to its close.. Sales inc'ude: - Wing King Lun 9/11 at $1,080, Quan Wo On 9/11 at $1,070, Yuen Fung Seng 10/12 at $1,05, Hop King Wa 10/12 at $1,045, Mei Lun Hing 10/12, King Tack On 10/12 at $1,40/$1,030, Miu King Lon 11/13, 5th crop, at $1,075, Kwong Shun Hang, Kwong Shun Ching 11/18, 13/15 at $1,060/$1,040, Kwong Hd 11/13, 13/15 at $1,25 $1,000, Mee Kee, Shun King 13/15 at $1,020, Yee Woo Choong 18/22 at $920, Considerable enquiry has continued to rule for offera in new silk, but the prices at present asked for 2nd and 3rd crop afford very little inducement to engage in forward contracts. Short-reels.-Sustained dullness has characterised the American trade. A few lots only have sold from stock at easier rates Fay: Kwong Shun 14/16 at $995, Kwong Lan Hing 14/16 at $985, Jik Hing Cheong 14/16 at $975. In new silk, Kwong Wo Tai is reported to have contracted at $955. Waste Silk.-Owing to a revival in native speculation, the decline on Steam Waste advised in our last was checked early in the fort night and local prices recovered $2 to $3 1er picul. The movement, however, has died away. Exporters have held almost entirely aloof and holders are again distinctly weaker at the close.

WOOLLANS—

Here

Mr. P. Eduljeo cays in his Report, dated Hong- kong, 9th April:-A quiet but steady demand has been experienced throughout the past fortnight and a fairly large number of bales have changed hands both in goods on the spot and to arrive at about late rates. and there, however, slight fluctuations are noticeable, but on the whole, the market may be termed unchanged. Tens have, as usual, attracted most attention, but generally all e unts are dealt in. Nos. 68. and 8, are wanted, but scarce. At the close the market has again become quiet, country buyers returning to the interior for their annual "grave-worshipping" festival, and we do not xpect any business of importance to transpire before the beginning of next month.

Local Manufacture:-The local mill productions are firmer all round, and sales of about 1,503 bales No. 108. and 128., May-Juno delivery, at $103} and $100 respectively, have transpired.

Japanese Yarn:-The firmness of importers is restricting business and only small sales of 300 bales No. 208. Setsu at $183; have been reported. Raw Cotton :-The market has been featureless and business continues to drag. Indian descrip- tions are pouring in steadily, but with a cor- responding off-take of 2,500 bales exported to Kobe stocks are reduced and now amount to close upon 4,500 bales. The sales of the interval are only 250 bales superfine Bengal at from $244 to $25. There has been no stock or transactions in China Cotton. Quotations are $22 to $26 Indian and $26 to $28 Chinese Cotton.

Exchange en India has continued firm and shows a further advance, having closed yesterday at Rs. 120 for T/T and Rs. 120) for Post. On Shanghai 784 and on Yokohama 784.

The undernoted business in imported and local yarns is reported fron Shanghai during the fort- night ended 29th ultimo, viz.:→

Indian :-There has been a brisk revival in t' e demand for Tientsin and Newchwang and total sales aggregate 15,000 bales, comprising 5,994 bales No. 10s., 3,360 bales No. 128., 1,940 bales No. 16s., and 3,706 bales No. 208., prices showing an advance of Tls, 14 in No. 108., and Tl. I in No. 168., No. 12. and 20s,, continuing unchanged, market closing strong. Unsold stocks were estimated at 33,000 hales.

Japanese:-There has been more doing in these Spinnings; sales reported being about 1,300 bales on the basis of Tls 94 to 981 for No. 16s., and Tis. 97 to Tls. 105 for No. 208, prices showing an advance of half a tael in No. 168., and Tls. 3 to 4 in No. 20s, market closing firm.

Local: There has been very little doing in these threads, sales reported being some 400 bales No. 148., at Tis. 95 to 951, and No. 168. at Tls. 97.
