The Rev. E. T. Williams, of the Foreign Christian Missionary Society, Shanghai, has been appointed Interpreter to the U. S. Lega- tion at Peking.

Mr. J. Goodnow, U.S. Consul-General at Shanghai, left San Francisco on the 19th ult, in the Nippon Maru, and is expected to arrive in Shanghai about the 16th inst.

The Echo de Chine states that it learns from Foochow that Chinese coolies have signed an agreement to go to Madagascar, for which they have been engaged by a French agency.

The Russian papers give chapter and verse for their claim to the Elliot and Blonde Islands, which were the subject of a special Delimita- tion Commission between Russian and Chinese officials, says the L. & C. It would seem these acts consoli- dated the wording of the agreement for the lease of Port Arthur and Talienwan, which loosely stated " corresponding territory and waters." - The Novoye Vremya states that, as a matter of fact, the two groups, which consist of nine and four islands respectively, have been admicistered by the Russian authorities since the handing over of the Kwantung Peninsula to Russia, in virtue of the Russo-Chinese Con- vention. This would seem to seal their fate, but | with regard to the Miao-tao Islands there is, on the contrary, a special Russian convention with China, according to which the alienation or lease of the islands to any foreign Power is ex- pressly prohibited, since the group commands the Gulf of Pe-chi-li. These islands are far more important internationally than the other two groups, as will be readily gleaned by look- ing at the map. Their possessions in strong hands would considerably affect the position in North China.

CANTON, 2nd March.-Taatlees. No ments have been reported during the fortnight. have been sold at $600 to $580. Filatures-Have Re-reels. About 50 bales of Nos. 1 and 2 Re-reela been in good enquiry, but in consequence of the Chinese New Year Holidays, business was com- pletely susended for about eight days. Both New York and Lyons markets showing a firmer tone, the market, in sympathy, has advanced $30 to $40 per picul, purchases being confined mainly to one firm. Short-reels. About 200 bales have been bought for New York, and prices show also an advance of about $30 per picul. Waste Trans- actions have been small but prices are very firm, pical. Appended are quotations in Canton, with and dealers have obtained an advance of $4 per laying down cost in London and Lyons, Exchange 4 months' sight, 2/0, and Fes. 2.58 per Dollar.

The news of Mr. J. F. Holliday's death, telegraphed out to Shanghai last week, is a and surprise. Mr. Holliday was born in Macao 58 yearsago, his father being a merchant before him, was taken home to England to be educated, and came back to Hongkong to the firm of Messrs. Holliday. Wise & Co. is 1864. He spent most of his time in Shanghai, whence he went home to join the head office of the firm at Manchester in 1889, but he and Mrs. Holliday paid a visit to Shanghai last year Our contemporary, the NC. Daily News, says of him :- "Joe" Holli- day, as he was affectionately ca led, was during the many years of his, life in China one of the most popular mon in the community, and he and his charming wife were prominent in Society and in every good and useful scheme.
