We should force the D of H and the AFD to cooperate with the USD in setting up a quarantine system for deep-water coral-reef fish weighing five kilograms or above and in developing a fast testing method and working out solutions, so as to safeguard people's health and normal operation of the seafood business. In order to help solve Hong Kong's present problem of increasing unemployment, and at the same time to firm up for implementation of the five-year plans of the Council's Select Committees, RESOLVED that the Council study the creation of more posts and advancement of the implementation of phases III and IV of the projects (i.e. projects with approved scope of development and schedule of accommodation, and projects under preliminary planning), with a view to increasing employment opportunities; the Council also urge the Central Government to make supplementary provision for the Council to meet additional expenditure arising from the implementation of the above plans and projects."

She said (in Cantonese):— Mr. Chairman, I am sorry for being a bit late because I have just come back from the Mainland. Please excuse me, Mr. Chairman, may I ask, is it now my turn to speak? Thank you, Mr. Chairman.
