The motion is moved for the interests of the public and in fulfilment of the Council's duties. It is hardly my intention to have factionalism introduced into the issues of livelihood. I hope that for the sake of upholding the Council's image and enabling the Council to carry out its duties faithfully, Members will act conscientiously. When I drafted the motion, I studied carefully the motion put forth at the February meeting of the Public Health Select Committee. I also studied the minutes of the monthly meeting in March concerning the motion mentioned by a Member just now. As clearly explained when I moved my motion, today's motion is different from those put forth in February and March because of two different factors.

The first factor is the target. The target for which food safety must be guaranteed now is 'deep-water coral-reef fish weighing five kilograms or above, as clearly stated in my motion. It is clearly specified that the target is this type of high-risk seafood, not all the fish we catch. I could therefore clearly tell Members that the difference between my motion and two previous ones lies in the target. As to how Members interpret it, it is another matter.

The second factor is the way to solve the problem. In my motion, it is clearly stated that 'for this kind of high-risk seafood (that is, coral-reef fish weighing five kilograms or above), there should be sales record, a quarantine system and a recovery system'. We had in-depth discussions with the AFD and the D of H and discovered that this type of high-risk fish mainly comes from a few areas in the sea, including newly developed fishing grounds in Indonesia, Maldives, etc. Ciguatoxin remains in the bodies after the fish have consumed deep-water plants with ciguatoxin content. As the newly developed fishing grounds do not have any fast testing method for deep-water fish, members of the public who have consumed the fish suffer from food poisoning. Is there no solution at all? I have proposed several options and so, in terms of the way to solve the problem, my motion is entirely different from the motions moved at the February and March meetings. In particular, I recommend in my motion that scientific research institutes be commissioned to develop a fast testing solution
