venues. Regardless of the future development of the SDB, we should strive to do even better.

Mr. WONG Man-chiu is just making some recommendations on the work of the UC and suggesting means of improvement to the areas of deficiency. As regards urging the Government to formulate a comprehensive policy on sports, I believe this is what all the sports associations and the public expect the Government to achieve, notwithstanding the fact that it concerns the duties of the UC and regardless of the role that the SDB will assume in future. In other words, today's motion is worth the support of all parties. No matter what role the SDB and the two MCs will play in future, our work is definitely worth support.

Mr. Chairman, there is one thing I would like to point out in particular. If our motions on policies, duties and matters within our jurisdiction involve another organization, namely the SDB, or if the performance of the SDB is found to be unsatisfactory in future, should we urge the Government to reorganize it? I think by so doing we will be greatly disadvantaged. I hope fellow Members will not turn sports services into a political issue. What is a political issue? It does not mean having the ideology of a leftist, centrist or rightist; rather, it means our having an intention to influence the Government in deciding the status and roles of the other parties providing sports services. I think this is absolutely unnecessary. After this motion is carried, I hope we will not lump the future role of the SDB together with our discussion about the proposed meaning, duties and concrete principles in question. Of course, I agree that we will be extremely concerned about any changes to the proposals on the future role and status of the SDB because it will affect our cooperation with other organizations in future. We must express our concern, and we may even put forward proposals in future. However, we should not put forward our proposals when we are still discussing this motion. We must make it clear that when we discuss this issue, we should confine ourselves to the jurisdiction of the UC in submitting proposals to the Government and in urging the Government to carry out this task. We should discuss the future roles of the SDB or the OC under another topic, in another occasion or even through another channel. This will be more appropriate. Mr. Chairman, with these remarks, I support the motion.

CHAIRMAN (in Cantonese): Members who wish to speak have all expressed their opinions. Mr. WONG Man-chiu, do you wish to exercise your right of reply? The time allowed is 7 minutes.

MR. RONNIE WONG MAN-CHIU (in Cantonese): Thank you, Mr. Chairman. I would like to thank the colleagues for supporting my motion and adding new points that I have not mentioned. The Hong Kong Stadium is not an ideal venue for holding opening and closing ceremonies. However, a new venue can be planned within 5 to 7 years. It is not difficult at all and is merely a matter
