Therefore, after the Chief Executive delivered his first Policy Address, I, risking condemnation, took the lead to support the streamlining of district organizations. Meanwhile, the Citizens Party, though a small political party, also submitted promptly a comprehensive proposal on the review of district organizations. The scenarios it proposed, being well meshed with the political development and people's will, can streamline the existing structure, as well as retaining the resources needed for district developments and the authority for monitoring government departments.
However, it is a great pity that all consultations conducted by the Government are only empty shows, and regaining authority is its ultimate aim. Public opinion was selectively quoted in the Consultation Report and used as findings to mislead the public. “Scrapping of the Councils" was arbitrarily proposed, followed by gazetting the virtually unchanged District Councils Bill. Such oppressive act has revealed to the people of Hong Kong the hypocrisy of the TUNG Chee Hwa Administration, which is ignorant of its rapid decline in popularity. The total loss of public credibility today is the result of Mr. Tung's insincerity in dealing with public opinion, and is also an inevitable outcome of the hypocrisy of an executive-led administration.
To express strongly my dissatisfaction at Government's complete ignorance of public opinion and the disgraceful practices it followed in the review of district organizations, I am going to tear to pieces the Consultation Report on the Review of District Organizations and the District Councils Bill so as to convey to the people that Hong Kong is being led on to the road to autocracy by the TUNG Chee Hwa Administration. Mr. Chairman and fellow Members, I hope you will not misconceive me as disrespectful to the Council.
Mr. Chairman, with these remarks, I support the motion.

Alas, it is sad indeed! Is it due to the problem of the Director or the Councillors or the “millennium bug” that the Urban Council of Hong Kong, after passing through a history of 117 years, cannot straddle the year 2000? The Council will "die without a sickness" after 11:59:59.99 pm on 31 December 1999. In fact, life and death are decreed by fate, whereas wealth and fame are determined by Heaven. Even without the Director who acts irrationally, or you-Chairman who behaves like Don Quixote, or those political parties that oppose everything in connection with China, or those appointed Councillors who advocate dissolving the Municipal Councils, the life span of the Urban Council will come to an end soon. The so-called "Urban Council" is, in fact, the product of Great Britain's colonial rule. We can see that Malaysia and Singapore were colonies in the past and when they became independent, the Municipal Councils there were the first political institutions to be dissolved.
