FRANCIS TANG CHI-HO moved the following motion:-Since the environment of considerable refuse rooms in public housing estates is poor and most refuse collection points (RCPs) are not built under ‘enclosed design', this results in refuse collection vehicles having to collect refuse in open areas. There is also no water-scrubber system at these RCPs causing long term nuisances to the environment and neighbouring residential units. RESOLVED that the Council urge the Housing Department to improve the management of RCPs in existing public housing estates, to carry out improvement works whenever practicable and to re-devise the design standards for RCPs in public housing estates in future, which comply with the Council's requirements for RCP specifications, so as to improve environmental hygiene in public housing estates.

He said (in Cantonese):—Mr. Chairman, my motion today is in fact very similar to the first amended motion on the agenda of the last meeting. That motion was about coordination between the Urban Services Department and the Housing Department.

Today's motion is about cleanliness of RCPs in public housing estates. The design of public housing blocks has been improving in the past 40 years from mark 3 to mark 6 and recently to harmony buildings. The design concepts have become modernised and the living standards of citizens have improved. However, the environmental hygiene has not improved that much.

Of course, the above situation seems to be of no concern to the Urban Services Department. It seems it has to do with the management standard of the estates. We know that hardware is important in addition to management
