PROVISIONAL URBAN COUNCIL

In the absence of customer-based values and a service-based corporate culture, it is difficult to attain the real aims of surveys and define the objective insight into the needs of our service targets.

We now have this motion, but I still think we have to overcome a lot of difficulties. Nevertheless, a motion and a resolution is much better than staying put. I therefore hope that the Department supports this motion promptly and constructively and implements it at the earliest possible. As such, this Council can establish an interval culture which is customer and service-oriented. I support the motion.

MR. AMBROSE CHEUNG WING-SUM (in Cantonese): Mr. Chairman, I admire and support Ms. Carlye Tsui's motion. I also want to draw a relationship between this motion and the financial position we face.

The motion asks to get grips with the expectations of the public in order to improve municipal services. When we negotiated with Central Government in the past year for financial allocation, we met with the difficulty of not being able to express in substantial terms the expectations of the public, the priorities of our services, and how we plan to implement our plans during five-year financial periods. When we tried to explain our services and facilities, we failed to state our priorities and public expectations scientifically and concretely. I hope that after this motion is carried, the Department and Ms. Tsui can join to see it through. Data collected will have to be used to quantify public needs and applied in regard to our budget. Two years from now, when we again negotiate with Government for financial allocations or bid for additional allocations to meet shortages, I hope we can make use of the findings of surveys suggested by this motion. (1) to grasp the pulse of society and the changing needs in respect of municipal services;

(2) to enhance public understanding of the work of the Council during the process of probing public needs;
